2. A change in the amount shall require a two-thirds majority vote of the currently paid membership. 3. The members of the club may contribute to the support of the club in case the funds are insufficient to meet the expenses of the club or in case funds shall be required for any special purpose. The members shall not have the power to levy any general assessment on a member or members of the club or enforce payment of any amount beyond the per semester membership dues except that the Executive Board may levy a $.50 fee per game (game fee) on each member in attendance. ARTICLE V Meeting of Members
2. Meetings for the purpose of election of officers shall take place once each November. A simple majority of the entire paid membership of the club shall be required for the election of candidates, and shall take office as of December 1st. 3. Each member in good standing shall be entitled to cast one vote in person. 4. If, at any meeting, the right of a person to vote may be challenged, the President shall require the books containing the list of members which records their current standing to be produced as evidence of the person challenged to vote. 5. Other meetings of the members of the RFC shall be held twice per semester at the discretion of the President or upon the written request of 20% of the membership in good standing. ARTICLE VI Censure, Suspension, and Expulsion of Members
2. The offending member shall be given a hearing before the Executive Board, and at that meeting, shall be given an opportunity to be heard in his/her own defense, and, in the discretion of the Board, he/she may be exonerated, censured, suspended, or expelled. In case such offending member does not appear at the time fixed for a hearing, judgment shall be passed upon him/her by default. 3. In case such offending member shall be suspended from membership in the RFC, he/she shall be deprived of all rights and privileges of membership for such period as shall be adjudged by the Executive Board in the particular case be restored to all rights and privileges of membership providing that said member is not in arrears with dues. 4. In case such offending member is expelled from membership in the RFC, he/she shall forthwith be deprived of all rights and privileges of membership. ARTICLE VII Executive Board
2. In addition to the powers expressly conferred upon it,
by this Constitution, the Executive Board shall exercise such powers as to
maintain the general 3. Meetings of the Executive Board may be called by the President on at least one weeks notice to each of the Executive Board members. 4. At all meetings of the Executive Board, the presence of five (5) Executive Board members shall be necessary to constitute a quorum and sufficient for the transaction of business and any act of a majority at a meeting at which there is a quorum shall be the act of the Executive Board. 5. Any business may be transacted by the Executive Board at any meeting at which every member is present although held without notice, upon waiver by every member. 6. The Executive Board will hold meetings every week on Sunday, unless other wise decided by the majority of the Board members. ARTICLE VIII Committees
2. The Selection Committee shall meet once each week during the playing season to select teams. This meeting shall follow the final weekly practice and generally follow the following selection guidance. a. Select a number of sides (A, B, C, etc.) commensurate with the number of weekly practicing RFC members. b. Given selection preference to practicing RFC members. c. Assign members in order of ability to positions and “sides” in order A, B, etc. 3. Vacancies in the membership of any committee shall be filled by the Executive Board until, in the case of an elected position, a replacement shall be duly appointed. 4. Each committee shall give a full report of all its transactions and proceedings at meetings of members when requested. 5. Special committee may be appointed by the Executive Board to have such powers and duties and to hold office for such period of time as shall be fixed by the Executive Board. ARTICLE IX Faculty Advisor
ARTICLE X Officers
2. The Vice President of the RFC shall assist the other officers of the Executive Board in duties when the officers can not handle the load. He/she shall be responsible for the management of the team as well as the communication between the team, alumni, advisor and the college. In the absence of the President, he/she shall assume leadership. The Vice President shall also be in charge of arranging community service to be completed by the RFC. 3. The Treasurer shall be responsible for the collection and maintenance of funds. He shall insure full and accurate accounts of receipts and disbursements belonging to the RFC are maintained, and shall deposit all money in the name and credit of the RFC in such accounts as shall be designated by the Student Senate. He/she shall supervise the funds of the RFC as may be ordered by the Executive Board, taking proper vouchers for transactions, and shall, at the request of the Executive Board, report to it on the financial condition of the RFC. He/she shall have custody of the original Constitution and the amendments thereof. He/she shall secure the signature of the faculty advisor on all money expenditures. 4. The Men’s and Women’s Match Secretaries shall be responsible for preparing the spring schedule and presenting the schedule to the Executive Board for final approval. The Match Secretaries will also be responsible for arranging transportation to away games as well as arranging lodging for away games. They will be responsible for confirming the referees for home games as well as field preparation for home games. 5. The “A” Team Captains shall be responsible for all matters pertaining to the first team, and shall also act as Captains of the club. He/she shall organize regular training sessions and see that such training is as effective as practicable. He/she shall endeavor to keep club morale high while urging a continually higher standard or performance. He/she shall also be responsible for executing all functions pertaining to the playing of home games. 6. The “B” Team Captains, as well as the captains of other teams which may be formed, shall endeavor to keep team morale high while urging a continually higher standard of performance. 7. If for any reason there shall be a failure to elect, all of the electable members of the Executive Board, the Executive Board, at its next meeting, shall fill the same in the manner prescribed below for filling vacancies. 8. In case of the absence of any member of the Executive Board, the powers or duties of that member may be delegated to another member for the time being by the Executive Board. Such action is subject to approval at any special meeting of the members. 9. Any officer may resign his office at any time, such resignation to be made in writing and to take effect from that time of its acceptance by the members of the club. If the resigning officer holds an elective office, an election to fill his/her seat will be immediately held upon the acceptance of his resignation, following the procedures for elections described earlier. If the resigning officer holds a non-elective position, it shall be the duty of the Executive Board to search for a replacement acceptable to the club membership. ARTICLE XI Organization Procedures
2. The Rugby Football teams representing the RFC shall play only under the laws if the game of Rugby Football and shall abide by the Instructions to Referees and Notes for Guidance of Players as adopted by the International Rugby Football Board. 3. The colors of the RFC shall be in consent with those of Siena College, Green and Gold. 4. The RFC shall maintain membership in good standing in the Upstate Rugby Union. This shall not limit the scheduling of non-union member teams provided such teams can provide healthy competition and contributes to the Rugby experience of club members. ARTICLE XII Amendment
